Millrace Flood

The millrace was a man-made lade or channel which was constructed in the 19th century to supply water as required to a former mill in the harbour area. At that time water flowing into the millrace was controlled by a sluice gate at its junction with the adjacent watercourse. The watercourse was channelled, culverted and piped over most of its length.
The millrace flooded during heavy rainfall, causing damage to several properties including that of the Pursuer.
Immediately following the flooding, investigations were put in hand and obstructions found in the watercourse. Following that, the Council promptly instigated a plan to divert the watercourse into a new piped culvert directly to the harbour area.
Work Carried Out By Cadogans
Cadogans was asked to provide an opinion on the flooding.
The main issues addressed were:
- the cause of the flooding;
- the action taken by the council before the flooding; and
- the action taken by the council after the flooding.
The issues were considered and analysed. An opinion was given based on the appropriate flooding analysis.
