Clinical Waste Incineration

Clinical Waste Incineration Health Board Feasibility Studies
Type of Project
- Environmental Waste Management
- Combustion
- Transport
Outline of Project
To enable decisions to be made on future strategy for clinical waste disposal, feasibility studies were carried out for several health boards.
The purpose was to assess current incinerator facilities and future requirements. New legislation meant that by October 1995 all hospital incinerators had to conform to much more stringent requirements on emissions. This led to larger more complex plant including gas-scrubbing equipment. There was also the probability of increased transport of waste to more centralised facilities. The object of the studies was to determine the optimum degree of centralisation and the associated costs.
The studies included:
- Assessment of clinical waste quantities, British Standards, test weighings.
- Survey of current incineration facilities.
- Determination of upgrading work required to conform to interim legislation.
- Transport requirements for centralised options.
- Plant costs for centralised options.
- Location of centralised plant.
- Funding and operational considerations.
- Option appraisal.
- Benefits of waste heat recovery.
- Opportunities for income generation.
- Possibilities for joint facilities with neighbouring health boards.
- Cost of contracting out clinical waste disposal to the private sector.
- Waste segregation policy.
- Alternative disposal methods.
