Outline of Project
In 1993 Borders Health Board decided that the disposal of clinical waste required a long-term strategy and a high degree of self reliance. Cadogan Consultants carried out a feasibility study and recommended incineration as the best option.
A tendering exercise was carried out and Evans Universal were awarded the contract to supply and install an incinerator. Onerous contract conditions were enforced to ensure the plant performed in accordance with the Health Board requirements.
Installation began at Borders General Hospital, Melrose, early in 1994. The existing smaller incinerators had to be removed and various building alterations carried out before the many items of plant were delivered. The existing liner in the multi-flue chimney was reused.
The plant was commissioned towards the end of 1995 and is capable of burning 3 tonnes of clinical waste every 24 hours. It is equipped with a steam raising waste heat boiler and lime injection reactor tower and bag filter to remove pollutants from flue gases.
Waste is delivered from the main hospital in wheeled bins and from other hospitals in dedicated vehicles whereupon it is transferred to empty bins. Loading of the incinerator is by a bin lift and tip system.
In addition to the plant specification and installation, Cadogan Consultants assisted in the preparation of the Application for Authorisation of the plant.
At a later date, in response to requirements of the Waste Incineration Directive, it was necessary to fit additional flue gas monitoring equipment. Amendments to the authorisation were made at that stage.
