Experience

Allan Brown has 30 years of experience in various fields of engineering. Latterly he has been responsible for the Dundee Office and managed a wide variety of projects.

Initial experience was gained as an apprentice, mainly in the oil and gas, petrochemical, marine and process industries, and involved hands on fabrication, welding and installation as well experience in the design and drawing offices Since then he has been involved as a professional engineer in the design and implementation of many projects.

This includes extensive experience of investigations, reporting, calculations, design, specification and supervision of staff and contractors. Allan has prepared expert reports for litigation and other dispute resolution processes.

Oil and Gas, Marine and Process

Misurata Oil Jetty Reconstruction, Libya- A ship collided with the jetty causing extensive damage and loss of revenue as it was not possible to export.

As Topsides team leader

  • organised survey team at site to investigate damage to topside systems
  • Prepared design options reports
  • Led team to design remedial works and prepare engineering specifications for plant, equipment and systems.
  • Prepared procurement packages for specialist equipment, e.g. pig launchers/catchers.

Tuban Marine Facilities, Indonesia- A new 5 berth multi oil and gas product marine facility. Team leader for topsides. Systems included loading facilities, emergency shutdown systems, surge protection systems, fiscal metering, HV and LV distribution, fire protection fire fighting systems.

  • Prepared FEED studies for marine facilities.
  • Prepared designs, specifications and procurement packages.

Oil Berth, Port Louis, Mauritius - This project was to incorporate marine unloading facilities on a container ship berth. Unloading arms, slops facilities, fire fighting systems were designed for installation on bogeys. The equipment on the bogeys were removed from the container berth after unloading of tankers was completed.

Chhara LNG Facility, Simar, Gujarat, India- Conceptual designs for pre FEED study for the Gujarat Maritime Board. Systems included unloading facilities, LNG storage tank farm, bunds, fire fighting (fixed and mobile) and safety systems, electrical distribution, SCADA and ESD.

Shuaiba Oil Pier, Kuwait- Following the Iraqi invasion in 1990 the pier was extensively damaged. A survey was carried out in 1994 to determine repair/refurbishment works to be carried out. The north arm was structurally suitable for continued use however the south arm was structurally compromised and so was to be re-built.

As design Topsides team leader

  • Validated previous feasibility studies,
  • Participated in HAZOP studies and meetings,
  • Prepared designs for replacement works,

As senior M&E Engineer at construction stage

  • Prepared de-commissioning procedures and dismantling/removal procedures for hydrocarbon piping and systems over water, to mitigate possibility of pollution.
  • Managed staff mechanical and electrical engineers and Inspectors and fabrication and welding inspectors,
  • Was deputy Construction Supervisor,
  • Supervised mainland Chinese construction contractor on the construction works.

Glengoyne Distillery – Project was to increase capacity at the distillery by 25%. Responsible for project organisation, co-ordination, design and supervision of mechanical and electrical works. Acted as Lead Consultant and co-ordinated architects and civil engineers works. Project included replacement of spirit stills, wash backs and expansion of handling and storage facilities.

CHP and Power Projects – Feasibility studies into CHP and generating plants, design and construction supervision of CHP and power plants.

Fabrication, Installation and Welding - Was trained and practised as a fabricator welder. For welding was coded to ASME IX in TIG and MMA for both carbon and stainless steels.

Building Services

Nuclear Medicine Department, Ninewells Hospital, Dundee - New building for three/four gamma cameras and support facilities as well as radiopharmacy aseptic and blood labelling suites.

Nuclear Medicine Department, Perth Royal Infirmary - Refurbishment of existing accommodation to form a gamma camera suite and support facilities.

Stracathro Hospital, Brechin - New build steam boilerhouse. Included new boilers, multi core steel chimney, oil storage tanks and gas supply pipeline.

PFI Hospital, North England - Investigating commissioning issues and preparing expert report. Issues were settled outwith adjudication. Investigating and reporting on various time and expense claims in connection with mechanical, electrical and public health designs/installations.

Ninewells Hospital, Dundee - Introduction of standby pumps and by-passes to allow isolation of main concourse water storage tanks- this to allow removal and replacement of lining to concrete storage tanks. Works had to be engineered to avoid disruption to normal hospital operations.

Ninewells Hospital, Dundee - Survey, technical validation and assessment of existing natural gas distribution systems. Subsequent design and procurement of replacement and compliant systems.

RAF Leuchers, Fife - Energy surveys and appraisals followed by implementation of several projects to reduce energy consumption- included new local boilerplant, decentralising of boilers, CHP assessments etc

Inverclyde Royal Hospital, Greenock - Responsible for Run around Coil with heat pump boost and summer cooling project. Project resulted in around 40% energy saving on heating.

Victoria Hospital, Kirkcaldy - Modifications and upgrading of wards, outpatients departments, paediatric and orthodontic departments during Stroke project. Works had to be co-ordinated to minimise disruption to a fully occupied working hospital. Full normal hospital services included in the works. - Victoria Hospital, Kirkcaldy - New build CRMF Hospice.

Victoria Hospital, Kirkcaldy - Refurbishment/upgrading of phase 2 Operating Theatres to incorporate laminar flow ventilation.

Ninewells Hospital, Dundee - Mechanical and electrical services in connection with full upgrade of ward 34 (Haematology). Including heating, ventilation, medical gases, nurse call systems, lighting, small power, fire alarms, fire/smoke dampers and associated monitoring and control systems, hot and cold water services and data/communication systems.

Dundee - Claverhouse; Factory units for Dundee City Council. Engineer mechanical and electrical fit out works for new tenants. Factory units had to be occupied within 3 months of commencement- this target was achieved.

Aberdeen - Various refurbishment projects to schools, leisure centre, swimming pools, offices and housing. Systems involved included ventilation, LTHW, DH&CWS and gas.

Inverclyde Royal Hospital, Greenock - Responsible for replacement of HPHW pipelines between Boilerhouse and main hospital building whilst maintaining heating and hot water generation at all times. Pipelines were over 800m in length and project was completed with no interruptions to hospital supplies and with no temporary boilerplant.

  • 1981 to 1982 Murray Pipework - Contractor. Design draughtsman on mechanical/ piping installations for petrochemical complexes, power stations, underground railway system, commercial/industrial services, ships and oil rigs.
