David is an experienced construction professional. He has a track record of assisting clients and their advisors resolve disputes and negotiate settlements concerning the construction and performance of large complex power and process projects throughout the world.

Selection of Experience
Power Stations
UK. (Alstom and Ineos) Investigation of a number of issues concerning the design and reliability of three 110 tonne/hr steam boilers. It was claimed that the furnace/burner configuration and superheater design were wrong and that remedial works resulted in a boiler design that was not proven. In addition there were issues concerning whether reliability runs had been completed in compliance with the Contract.
Finland. Investigation of events that may have delayed and disrupted the design and construction of a nuclear power plant. Preparation of evidence for ICC Arbitration in Paris.
Estonia. Investigation of damage to a 215MW steam turbine following refurbishment works. Issues included turbine vibration, gland steam and lube oil systems. Gave evidence at separate liability and quantum hearings in IDRC, London (UNCITRAL arbitration rules).
UK. Providing advice concerning various issues in connection with the construction and operation of Flue Gas Desulphurisation Plant at two power stations. Arbitration hearings took place in London.
Abu Dhabi. Providing advice on various matters concerning the construction of a 1550MW power plant and associated 25MIGD desalination plant. Included issues concerning the design of the gas turbines, gas and oil fuel supply systems.
Dubai. Investigation of various issues that occurred during the construction of a 750 MW gas and oil fired power station. Many of the matters were concerned with mechanical, electrical and instrument redundancy and segregation. Review of designs took place at the designers offices in Tokyo.
Turkey. Services in connection with supplying spare parts from Japan to a 550 MW oil and gas fired power station in Turkey.
Pakistan. 250 MW(e) CCGT. Investigation of boiler, gas and steam turbine issues. Investigations in Pakistan and USA. Presentations made to various parties and at mediation in New York.
Bulgaria. Member of Dispute Panel that determined disputes between a consortium of contractors and owner in respect of the refurbishment of a 850 MW(e) lignite fired power station.
UK. Responsible for the design of small hydropower scheme.
Australia. Investigation concerning various issues of malperformance.
Indonesia. 60 MW(e) CCGT. Investigation of procurement and design issues.
UK. 680 MW(e) CCGT. Investigation of the methods used to construct HRSGs at a 680MW(e) and 1000MW(e) CCGT power stations.
UK. 43 MW(e) CCGT. Advising on the performance of a duel fuel HRSG with three modes of operation.
UK. 80 MW(e) CCGT. Investigation of claims concerning manufacture and erection of HRSG piping. Presentation of evidence during the arbitration hearing.
Process Plant
Fertiliser Complex, Thailand. Providing advice on the construction of a 20,000 tonne liquid ammonia storage system.
Ascorbic Acid Plant, India. Providing advice on design and construction for a 2000 tonnes per annum ascorbic acid plant.
Polyester Plant, Pakistan. Investigations concerning the performance of energy supply systems to the process.

Channel Tunnel, Folkestone. Design process analysis for various mechanical systems used for the channel tunnel project.
MPHW Pipelines Design, UK. Responsible for the design and replacement of major sections of MPHW distribution pipework in a large general hospital.
Pipe Stress Analysis, RNAD Coulport. Responsible for the design and stress analysis of a number of pipework systems for a new Trident Nuclear Submarine floating jetty.
MPHW Pipeline Failure Investigation, UK Engineering assessment of the reasons for the widespread failure of welds in a MPHW distribution system using fracture mechanics techniques.
Patent Infringement, Singapore. Responsible for giving expert evidence in the Supreme Court in Singapore concerning allegations of patent infringement.
Design Projects. Responsible for the design, specification, tendering and contract management of various and wide ranging projects involving: CHP, district heating schemes, chimneys, boilers, air conditioning and process plant.
Health and Safety Investigations
Laundry Fatal Accident. Provided expert evidence at a jury trial in Southwark Crown Court London. Client was found not guilty.
Prohibition Notice Appeal. Provided advice in relation to a successful prohibition notice appeal concerning a partially enclosed rotating shaft.
Gross Negligence Manslaughter. Provided expert evidence concerning the collapse of a caravan, which resulted in the death of an employee. The jury was instructed to return a not guilty verdict.
Personal Injuries. Investigation of numerous fatal accidents and serious personal injuries principally involving mechanical and construction plant and equipment.
