Experience

Mr. Wilkie has gained extensive and varied experience over the last 32 years of Mechanical, Process, Energy and Power Engineering relating to survey, investigative and trouble shooting types of work and also design, installation, project engineering and project management. Key experience relates to Energy and Power Engineering including Energy, Fuels, Combustion, Power Generation, CCGT’s, Chimneys, Incineration and Renewable Energy.

He has considerable experience in the combustion of solid, liquid and gaseous fuels in furnaces, incinerators, boilers and other combustors. Experience of power generation has also been gained in both reciprocating and rotating plants from small industrial applications to large merchant power plants. Energy demand management in both industry and buildings has featured strongly in his career.

He has given evidence in court and in hearings both in the United Kingdom and abroad and has prepared many reports to assist in the resolution of disputes and hearings.

Mr. Wilkie is an approved adjudicator for the Climate Change Agreement Adjudication Panel operated by the Chartered Institute of Arbitrators.

Selection of Experience   

Mineral Processing Plant, UK: Appointed as mechanical engineering expert in dispute relating to an EPC contract for a dry concrete and mortar processing plant. The dispute concerns the performance of numerous aspects of the plant and the value in dispute is >£20M.   

Vesuvius UK Ltd, Ayrshire: Responsible for conceptual and detail design of a turnkey installation to recover solvent and reduce atmospheric emissions from horizontal rotary drier on refractory materials mixing and batching plant.   

PMC drying and finishing machines. Hangzhou, China: Appointed as mechanical engineering expert in dispute relating to the provision of 4 PMC machines. PMC is Paper Machine Cloth which is an engineered fabric used to transport paper through the paper manufacturing process. The contract was for the design, manufacture, installation and commissioning of 4 PMC drying and finishing machines. These are machines that carry out the final stages of the manufacture of Paper Machine Cloth. The Purchaser refused formal handover of machines 1 & 2 due to concerns about design, late delivery, manufacture, installation and operation and refused to take delivery of machines 3 & 4. The amount in dispute was around £10M.   

Malperforming Multi-fuel Energy Plant, Israel: Investigation into the design and performance of a multi-fuel Energy Plant in a new fibre board production factory which enabled plant modifications and changes to the operating regime to be implemented before a formal dispute arose.   

Van Leer Metallized Products, Caerphilly: Troubleshooting of combustion and operation of solvent fume incinerator failing to meet Environmental Protection Act emission limits and assisting to prevent action by the EPA to limit operation of plant.   

Imperial Tobacco, Bristol: Responsible for sampling and assessment of odorous emission from existing tobacco factory and recommending measures at new factory to ensure local residents did not experience odour nuisance.   

Forge: Investigating and advising on the mal-performance of a 5m diameter rotary hearth billet heating furnace, providing expert witness advice, advising on the preparation of claim against the suppliers.   

Scottish & Newcastle Beer Productions Ltd., Manchester: Responsible for design, installation and project management of additional industrial steam boiler at brewery.   

Sherritt Power Corporation, Canada: 210MW CCGT power station for Varadero, Cuba. Power station currently under construction (2002). CC appointed to carry out design review following change to EPC contractor.   

South Humberbank Power Station, UK: 300MW CCGT power station. Expert witness appointment to examine insulation problems on HRSG's, diffuser ductwork, hot gas damper etc. Dispute settled out of court.   

500MW CCGT Power Station for Meghanghat III, Bangladesh: CC acting as project developer for new CCGT power station. Consortium formed with Manning Industries Inc, Houston. Financial closure expected during 2006.   

Siam Steel Mill Co, Thailand: Appointed as technical expert in dispute between special purpose private power generation company and steel mill. Advice provided in interpretation and application of energy sales agreement concerning $900M dispute culminating in court appearance in Bangkok.   

Chemical and Process Engineering Supplier: Providing expert technical advice on the refractory system for a hot gas filter for a prototype gas turbine supplied by hot gas generated by a pressurised fluidised bed combustor.   

Industrial Chimney Accident, UK: Appointed to provide expert technical opinion regarding an explosion and propagation of fire which resulted in two fatalities.

Eregli Iron & Steel Works, Turkey: Supervision of sampling and analysis of suspect coal shipment, including coking trials.

Tuban, Indonesia: Project Manager for jetty topsides preliminary design of marine facilities for new petrochemical facilities. Products handled includes gas condensate, cryogenics, pressurised fluids, heavy aromatics, heavy fuel oil and port fire protection systems.

Port Louis, Mauritius: Project Director for project to design products pumps and associated liquid material handling systems at marine facilities for port complex.   

Gujarat, India: Project Director for feasibility study for marine facilities and tank farm for major new LNG storage and handling facility in India.   

Hospital Site: Investigating the technical feasibility of a steam turbine generating set utilising a variable and unpredictable steam flow generated from incinerator waste heat.   

Clinical Waste Incinerator, Tayside Health Board: Responsible for the project management of proposed central incinerator including overcoming potentially contentious planning application.   

Ruchill Hospital, Glasgow: Investigation of deterioration of hospital chimney, recommending remedial action and implementation of preferred course of action.   

Devro Ltd, Lanarkshire: Carrying out in depth feasibility study for combined heat and power plant for food processing at two factory sites.   

Scottish and Newcastle Beer Production Ltd, Edinburgh: Carrying out energy survey of Fountain and Holyrood Breweries with particular emphasis on steam generation, distribution and utilisation.   

Greater Glasgow Health Board: Carrying out waste surveys at several major hospital sites and recommending methods of disposal.   

Devro Ltd, Lanarkshire: Responsible for design and installation of vacuum pipework system serving food manufacturing system.

John Woyka, Glasgow: Feasibility study into opportunity for installing wood waste burning boiler at saw mill.
